Helmut,

They should all be include with wingrass.

GDAL_DATA=C:\OSGeo4W\share\gdal
PROJ_LIB=C:\OSGeo4W\share\proj
GEOTIFF_CSV=C:\OSGeo4W\share\epsg_csv
