[osgeo4w-dev] setup regen

Hi there,

The setup.ini.bz2 was owned by someone else and therefore couldn't be
overwritten and in turn the installer didn't see any updates for the last
couple of days.

I added checks to the setup update scripts that verify that they're called by
www-data.  So that shouldn't happen again.
