#415: Don't assign .qgs extension to qgis-dev.bat

------------------------+---------------------------------------------------
Quite annoyingly the OSGEO4W setup always assigns the .qgs extension to
the last installed version of QGIS stable or dev. The dev version is not
meant for productive use, so I still want to open .qgs project files with
the stable version by double-clicking on the file or the desktop shortcut
 to the file.

It is possible to change the programme to open with, but Windows (7) does
not like to connect to a bat file in that dialogue.
Modifying the registry is not an easy task, nor reinstalling QGIS stable
just to get back extension assignment.

Therefore I suggest to leave out the extension registration for the qgis-
dev package. Or ask the user if he wants it.
