 Thanks Jef (and apologies for the delay in getting back to you)
 I have just updated the QGIS ticket
 (https://github.com/qgis/QGIS/issues/54678) although I've not seen any
 response from them recently....

 It looks like your advice in comment 7 'may' be part of the solution.
 Not sure if this 'fix' is QGIS' responsibility or OSGeo's to resolve,
 anyhow I think we may be getting nearer to a conclusion. :-)

 FYI: I'd rather not have to re-write our installation routine if it is
 only to fix a bug that had not affected us previously, so looking forward
 to an official fix in the install routine
