 OK preliminary steps taken.
  * gdal package upgraded to 1.9 branch.
  * gdal-python package upgraded to 1.9 branch.
  * added a gdal18dll package to provide the old 1.8 DLL for compatability.

 Let me know when the sqlite package(s) are upgraded.
