Thank you for your reply, Venka. That sounds an interesting way to get help on this task. I will discuss your idea with my friend. So far, they are looking for some money to support their programing but they may look for some help on coding. 

I participated in the American Geophysics Union meeting at San Fransisco last week. There were several KML sessions and I saw several interesting presentations. I will summarize some of those info and post to OSGeo-J mailing list.
