ありがとうございます。シアトル近辺にはカトリーナやハイチでの災害でGISプロジェクトを仕切っていた人たちが何人かいます。一人の方はかなりの経験があるかたで何かできないだろうかとメールをいただいています。翻訳関係、GIS関係で人は集められると思いますが何をどのようにシステマティックにやったらいいのか良くわかりません。とりあえず名乗り出ていただいたグレンさんからのメールの内容を転送します。メールの最後の部分が一番重要なことなので翻訳をつけておきます。他にも何人かボランティアを申し出ている人たちがいます。
I founded and led the Northwest Response Team, which was a Seattle
based global GIS and remote sensing professional volunteer network of
people who donated their GIS expertise for disaster relief. We had
over 100 volunteers working on the 2004 South Asia tsunami at a global
data center at U/W, with field teams in Sri Lanka and Banda Aceh.
This work was done for Mercy Corps.
Disaster work:
2004 - South Asia Tsunami - Created national and regional base maps
of tsunami affected areas; mapped land tenure in Aceh provence to
reestablished pre-existing land rights for aqualculture fields and
housing locations in Tabang Village (all physical structures
destroyed); created a national Sri lanka well cleaning database to
monitor cleaning of thousands of surface drinking wells
2005 - Hurricane Katrina, City of New Orleans - authored the City's
post-Katrina GIS program, coordinated GIS integration with the City
Emergency Operations Center
2006: Central America Hurricane Season web site - Created a spanish
language web mapping site to assist microfinace lenders reduce risk
from hurricane and storm surge flooding
2007: Kenya election Violence; produced a web site that mapped media
reports of tribal violence across Kenya
2008: Cyclone Nargis, Myanmar ( Burma) led a virtual team of 60 on
line analysts to map 30,000 rice paddy extents, inundated in the
Ayewaddy Delta, Burma following Cyclone Nargis
2009: World Vision International - Southern Africa emergency food
verification remote sensing project - map and verify rural food
distribution in remote villages
2010: Cyclone Onday, Manila, Phillipines Flooding - assessed Pasig
City flooding following Cyclone
Perhaps we could advise local authorities regarding establishing
damage assessment maps to help decision makers track the massive clean
up effort, or plan for debris removal, and reconstruction of
infrastructure, or livlihoods. Once the immediate life saving
activities are accomplished over the next week or two, there will be a
major ongoing effort to clean up, locate the thousands of missing
people, and help track the many thousands who are living in shelters.
There will certainly be a state of disaster for the next 3-6 months -
and recovery work for maybe years following, in the hardest hit areas
in the north east Prefectures. . A key thing now is to determine what
needs exist in Japan, and then work out a plan to offer resources to
support perhaps a local municipality or prefecture implement a GIS
system that addresses their most critical needs.
おそらく混乱した災害時期が次の3-6ヶ月、そしてその後何年かの復旧作業が特に被害のひどかった東北地方で続くと思います。今一番重要なのは日本で一番必要なことが何なのか決めることだと思います。そして地方自治体がもっと重要とするニーズに対応できるようなGISシステムを運用できるリソース（人、知識、経験、資金）を提供できる計画を実行することだと思われます。
