こちらを見ると、3/14撮影のALOS AVNIR-2の画像のWMS配信が始まっています。
ですが、MapQuest Open Aerialではまだ同じ画像は確認できませんでした。
ですので、防災科学技術研究所は3/12の画像はMapQuestに提供したみたいですが、
それ以降のはまだ渡しておらず、自前で配信していると思われます。
この辺は詳しい方のフォローをお願いいたします。

OSGeo.JPのメンバーを中心として簡易オルソ化してくれている
(その後地理院が簡易オルソ化してくれた画像を提供し始めた(ただしJPEG+ワールドファイル)みたいなので、それをGeoTIFFに変換する作業に移っているみたいです。これらは最終的には松浦さんによって株式会社マピオンさんからWMS配信される模様です)
のは、今のところ個別の画像ファイルだけなので、それをそれぞれのエディタに取り込んでトレースするか、
それを目視しながら、OSMにデータを書きこんでいく作業を行っています(目視入力だけなら地理院が最初から提供してくれている幾何補正されていない元画像で可能です)。

僕が知っているのはこのくらいです。
