Hello,

Perhaps you have heard about the PROJ open source project (https://proj.org) 
that does all the coordinate transformations for many OSGeo software like 
GDAL, MapServer, GRASS GIS, QGIS and many others. One of the key aspect to get 
accurate transformations is to manage to do geodetic datum shift, and this 
often requires the use of grid-based datasets.

The EPSG database references two datasets for Japan:
- tky2jgd.gsb: from Tokyo datum to JGD2000 (Japanese Geodetic Datum 2000)
- touhokutaiheiyouoki2011.gsb: from JGD2000 to JGD2011

Would you know where those datasets can be downloaded from ?
And more importantly, could you find if they are released under an open data 
license ? This is a requirement to be able to integrate them in the
proj-datumgrid repository:

Typically acceptable, well-known and well-understood licenses are:
- Public domain
- X/MIT
- BSD 2/3/4 clause
- CC0
- CC-BY (v3.0 or later)
- CC-BY-SA (v3.0 or later)

provided that they meet the basic requirements of the open definition:
