[OSGeoLive] Motion about documentation

Hi all

MOT1: make the v11.0.1 tag and pump up version to 12-dev on the
documentation repo
Can be a lightweight tag v11.0.1-lw which is not a release.
Just to keep the point in time where the changes that were done are 90%
similar to version 11 documentation. before starting merging changes based
on the new contents on the disk.
