some good news- actually in this case the package maintainers are
two steps ahead of the official 3.0.1 release from the SpatialLite
website.

But if I understand the details regarding this package, it won't
include:<br>
readosm (load OSM directly into a spatialiteDB)<br>
rasterlite<br>
spatialite_gui <br>
spatialite_gis<br>

(The two gui apps are specially important, I think, for OSGeo Live)

I suppose that's why Pirmin used a combination of installing
spatialite-bin from the repos, and compiling other bits in his
script for 5.5. Maybe we should plan to do the same once this 3.1.0
version of spatialite-bin "hits the streets"?<br>

which means rebuilding for Precise Pangolin is a very easy task; simply
put in a request/beg to the UbuntuGIS team to rebuild their existing
spatialite packages from a clone of the latest Debian/unstable build
rules.
