[owslib-devel] time for 0.5.0 release?

Devs: it's been over 9 months since we've done a release.  The codebase has seen much improvement and bug fixes:

- WPS (thanks Luca!)
- WFS (thanks Jachym!)
- CRS / axis order

Is everyone ok with a 0.5.0 release?  I think it would be a good time to cut this, and give us room/time on integrating Kyle's branch [1], and a possible github migration.  As well, downstream applications (like GeoNode) have been asking for this to tie their builds to a tag.

I'll start with my +1.
