There's the LINK_PRIVATE thing that Kirk added, which seems to require the latest-released CMake to use, that might fix those dual-linking issues.  You were tweaking around this recently https://github.com/PDAL/PDAL/commit/a79ddfab90938befeb1b45b967401de51309bcda
