[pdal] Proposed changes to PCL plugin

Users of PDAL's PCL plugin should visit
https://github.com/PDAL/PDAL/issues/1404 to review and comment on some
proposed changes to the PCL plugin.

In short, much of the original PCL functionality that was exposed through
the plugin is now available natively in PDAL without the need for the PCL
dependency. This proposal describes maintenance of a much smaller PCL
plugin moving forward that only supports those features that are not
available in PDAL.
