[pgpointcloud] Chipper and Cache

OSGeo4W now has a 64bit branch, and I hope to build PDAL for that in the not-too-distant future. This should mean some more testing and verification of the cache filter bug you seem to be having. No ETA, but at least a note to let you stuff is still bubbling.
