Hi Regina, Sanak,

I have just pushed changes to develop that add a new option to 
test-runner.pl -ignorenotice

This should ignore NOTICE related differences while allowing me to run 
with full checking to make sure code with debug messages turned on does 
not get submitted into the source tree.

This is issue #151, so if this works out, then you can close this again.
