Well, if you can not find a shapefile you can probably get a schedule 
for the various ferries you are interested and connect the roadways with 
an edge between the various ports and set the cost to time/estimated 
distance.  If they run on a regular frequency of departure times you can 
have 1/2 the time between departures to the travel time because on a 
random sample the average wait time for the ferry will be 1/2 the time 
between the departures. If you think people plan their route departure 
to arrive nearer the departure time then you can narrow that window, but 
you still have to assume that the if people get stuck in traffic or 
whatever they may miss the ferry they were planning on an have to wait a 
whole cycle for the next, so 1/2 the time is not a bad estimate.
