Please do, transform() tests are completely missing.
BTW, if you do it against the HEAD branch that would be
nice (a way to test it as well).

No GEOS involved, PROJ is.
In HEAD (regress/ dir) you can provide:
	- regress_proj.sql
	- regress_proj_expected

Then run:
	$ ./run_test regress_proj
