[postgis-devel] Updates for SRSs of Colombia

Hi List. Atached file is a patch for spatial_ref_sys.sql solving these facts
related to SRSs of my country COLOMBIA:

1. Adding towgs84 parameter to projected SRSs for Colombia
21891,21892,21893,21894,21896,21897,21898,21899
I posted the reasons in the Proj bugzilla:

2. From 28/01/2005, old Hayford (Bogotá 1975) based projections were deprecated
by our mapping authority IGAC and replaced by WGS84 (MAGNA-SIRGAS) based
projections:

This patch add definitions for MAGNA-SIRGAS GEOGCS (4686) and MAGNA-SIRGAS
based PROJCS (3114,3115,3116,3117,3118)

These definitions are already present in the latest proj nad/epsg file.

3. By some reason I don't know, EPSG database has deprecated these codes:
21891,21892,21893,21894 and they have been replaced by 21896,21897,21898,21899.
This patch update these codes. These definitions are already present in the
latest proj nad/epsg file.
