The actual GML2 output would correct the current problems. For the
record, you can paste GML into
http://dev.openlayers.org/sandbox/tschaub/xml/examples/vector-formats.html
to see it on a map, if it's in geographic coordinates.

I don't know enough about GML3 to say whether the GML3 output is
correct.

I can't apply the patch at the moment: I'll see what I can do to get a
machine on which I can build postgis from source to play with.
