OK, I've just updated postgis.xml with the release notes. So AFAICT, all
that remains for a release is:

i) testing (please can people test on other platforms?)
ii) remove SVN suffix from Version.config
iii) set release date in NEWS and postgis.xml
iv) create tarballs/place on website

I'm not in too much of a rush to get this out since we just missed the
8.2.1 release on Monday, but it would be good to nail this one within a
reasonable time frame.
