[postgis-devel] Torture Script

I have the torture script up to the point where it tests all the
geometry types we have against all the functions we have defined in the
reference_new.xml.  Just verifying my logic making sure I didn't miss
anything.

Is it okay if I strip out the new functions it has in 1.4 and then put
it in the regress folder of 1.3 branch.

Its about 1 MB of sql.
