I suppose we can't use this as an excuse to force distros to ship 3.0.
I would find
it annoying as a distro user and do in fact find it annoying (which is
why I don't use distros for PostGIS) that these distros are shipping 2.2
whatever.

Anything anybody can do to force them to upgrade to 3.0 would be
welcome.  Such as not supporting 2.2 ... :)
