Hmm scratch this thought - I don't think it will help much on further
thinking

'SELECT $1 && ST_Expand($2,$3) AND $2 && ST_Expand($1,$3) AND
(_ST_DWithin($1, $2, $3) or ST_Distance($1,$2) < $3)'

this is a bit of a bummer if this is the case, since this is a somewhat
important use-case for me.

I'll need to test further to verify my assumption.
