Kevin,

I guess the only thing that did fail that I thought we had fixed and then
realized we only did it for 1.4 is this one

But it works, just gives warnings and larger shape files I loaded and dumped
seem to work fine too.  I guess since the problem has always been there its
probably not worth fixing for 1.3 series and risk breaking it in unless if
someone feels its worthwhile.

Yes, I'm testing the branch and trunk against 8.2.13, 8.3.7, and 8.4beta.
