 I don't think PostgreSQL 8.2 understands functions costs.  That feature
 was introduced in 8.3 and the planner was changed accordingly to look for
 it.  So if we put costs in I'm pretty sure the .sql files won't load in
 8.2.  though I haven't verified but I do recall in some o
