I'm not convinced it would.  You still need to do a dump reload and functions change.
Even with being baked in, I don't see this being fixed since the functions and even the underlying structure 
changes.

I think we just need to do a better job of making PostGIS upgrades less painful apart from PostgreSQL.
Plus some people may need to run 1.3 and some may opt to go 1.4, this would no longer be possible is my thinking.
I personally would have a problem with some of my bigger installs.
