[postgis-devel] 1.4.0 Could it be True

I am upgrading the pkgsrc entry for postgis and finding the following
differences from 1.3.5.  Are these all expected?  (PLIST is pkgsrc's
list of the files the package is supposed to install, in this case tuned
against what 1.3.5 does.)
