[postgis-devel] template_postgis doesn't have 'datistemplate' attribute true

Hi,
Shouldn't the template_postgis DB have 'datistemplate' set to true?
When this attribute is set to false, only a superuser can create
databases based on the template.

I'm running version 1.3 from the Windows one-click installer package.
