Yah the answer is Paul is too lazy.

That's okay I don't forsee myself trying to create multipoints with empty
points.  I'm sure there is a use case, but I really don't want to know what
that is. 

That would dig up a whole can of worms like what is the intersection of a
multipoint composed of 2 empty points with a multilinestring with 2 empty
linestrings.

I suspect that the answer to this can be found in the ISO spec WKT BNF
representation - or at least it should be ;)
