 I disagree. The key piece of information is 'POLYGON'. The expectation is
 that feature is a polygon. Therefore anything in the lower dimensions
 (linear parts, point parts) is fair game to be discarded. As you add
 tolerances, even actual two dimensional parts that are below tolerance are
 fair game to be discarded.
