[postgis-devel] PostGIS 1.5 beta2

Paul,

This technically is not #311 related, since I haven't been able to make
check PostGIS in 1.5 without hacking the make file.

So I propose we close out #311 and create another ticket for MingW issue
make check.  The #311 was fixed after the last change Mark made.

I'll do all that.
