[postgis-devel] mingw autotools

I forget whether I had upgraded MingW or just the Msys and gcc.  I think my
problems might have stemmed from my gcc and Msys upgrades.  All I know is
after that, I could no longer compiled GEOS 3.2 nor libxml so had to revert
to my prior backup.  Unfortunately I don't have my old install handy to
check.

I put 3.1.6 on my new box and have had no luck. With 3.1.4, things did seem
to work on the old box. Does that ring a bell?
