 I have no ideas about whether or not it is Mapserver or GDAL generating
 those queries.  I do know that GDAL in its current state (1.9 rc1) is
 unable to handle the current/permanent naming convention of raster_columns
 and raster_overviews.

 I have made Jorge (the GDAL PostGIS Raster driver maintainer) aware of the
 changes so hopefully he can make the changes.  I've done the same for the
 QGIS PostGIS Raster plugin maintainer.  I've done what poking I need to do
 to both GDAL's driver and QGIS plugin to function for my needs but I think
 more would be needed to properly make use of raster_columns,
 raster_overviews and their related functions.

 I don't know what we can do about the performance issues in Mapserver
 though assuming that it is generating those queries.  Once PostGIS 2.0 is
 out, I could then see someone improving Mapserver's querying abilities...
