 I have drafted one patterned after GDAL one.  I'm not sure the numbering
 scheme we have for RFC's so wasn't sure what to put there.

 I would like for all PSC members to take a look make any changes needed
 and for PostGIS developers (those with commit access to agree to the
 terms).
