 I've forgot the software version:

 "POSTGIS="1.5.3" GEOS="3.3.1-CAPI-1.7.1" PROJ="Rel. 4.7.1, 23 September
 2009" LIBXML="2.6.26" USE_STATS (procs from 1.5 r5385 need upgrade)"

 The data was probably imported by shp2pgsql and originates from some
 proprietary system, probably ESRI.
