 Done r7796-r7801

 I set the offset at 10 meters in the interpolate point function.

 Can you give it a try when you have the chance.  For the samples I did,
 seemed to put it in the correct side of the street.

 Haven investigated the shifting issue you brought up.  I thought it might
 be because Tiger data is in WGS NAD 83 rather than Google's WGS 84, but
 haven't really noticed much of a difference between the 2 at least in
 areas I've tested.
