 okay I see on closer inspection that the postgis lwgeom_geos.h references
 the one in liblwgeom so they aren't duplicates of each other as I had
 originally thought.  Don't see a similar pattern for raster and copying
 over doesn't help presumably because postgis one has relative paths that
 would not work in raster folder.
