They are not, as far as I can tell.
Maybe they'll become, but they aren't yet.

Right, it'll take GEOS 3.3.2 for --with-topology to be allowed.

This seem to be a good reason to think about a more distributed approach.
I'd love to see the osgeo buildbot coming back.
