 The pdf is 5 MB and its already linked on the documentation page
 http://www.postgis.org/documentation/
  so see no point in including it.  It seems to be included in our
 incremental builds but not in final which is even more illogical.

 html don't really care either way because I never bother including it in
 windows distribution because there are too many moving pieces. So just
 have a local link to the PDF and the web site html if people really want
 an html version.
