[postgis-devel] Trac component "postgis raster" renamed to "raster"

I've renamed the component and updated the two reports using the
old name (17 and 18). Was disturbed by the redundancy...

Please bear with me if there's anything I didn't consider in
the rename. Just let me know and I'll deal with it.
