Maybe the directory isn't dropped, or umask isn't set:

1.OBT: COPY 114
1.EXP: ERROR:  could not open file "/tmp/pgis_reg/pgis_reg_tmp//test_23_tmp" for writing: Permission denied

Beside, OBT and EXP being swapped is an obvious other bug.

PS: my custom diff really sucks, doesn't even contain the
    name of the file, ouch
