 r9416 updates the REQUIREMENTS section of README.postgis.
 I'll note this is another case of redundancy, the Requirements section in
 the manual was more up-to-date.

 I'd split install instructions out of README.postgis, btw, and into an
 INSTALL file.
 You don't need to install the INSTALL file...
