[postgis-devel] No CFLAGS in postgis/Makefile.in

As discussed on IRC, both intentional and not new. We inherit our
build flags from PostgreSQL with PGXS. If you want debug, configure
your PostgreSQL with --enable-debug, then reconfigure your PostGIS.
