[postgis-devel] VOTE: Drop GEOS 3.3 support at PostGIS 2.2

Given the slow and steady release cycle of PostGIS, I'd think PostGIS
2.2 would be released sometime late in 2014, if not 2015.

If GEOS 3.4 was released in the fall or winter of 2013, there is a
nice gap between the release of GEOS 3.4 and PostGIS 2.2
