As we just said here:

 Right now CGAL is a need to 3D algorithm support, but we also need
 SF-CGAL in the middle to be able to interact between PostGIS Simple 
 Feature model and CGAL model.

 SF-CGAL is implemented in C++, and should remain as a separate library.
