oops I misspoke.  He statically compiles too.  I'm not sure its possible to
dynamically compile liblwgeom under windows.  At least not under mingw which
is what we and Spaitalite use for building windows packages.

Not sure it helps, but for PostGIS windows builds we have liblwgeom
statically into PostGIS.  Are you looking of standalone liblwgeom to use in
other projects?
 
You might want to check out SpatiaLite.  He dynamically compiles -
instructions below

I'm trying to prepare the OSGeo4W package for liblwgeom, before to try to
compile and generate DLL for Win32 and 64bit I would try to isolate it from
an existing package.

do you know if it's available somewhere?
