Uh.. that seems to apply between the Open GIS Consortium and some 3rd
party copyright holders.

Does the Open GIS Consortium, Inc grant you (or any Debian user) equal
permissions on those files? Specifically to modify them?

Any contact to OGC who could clarify the situation?
