[postgis-devel] address standardizer extension

I haven't incorporated changes into configure.ac yet.  Just the logic to
generate the make files.  My plan is to build it as part of the make install
script if all the prequisites are present.

Is it normal for the address standardizer extension to not be built
automatically on "make" ? I ask because it is found under the extension/
dir. If it's not to be integrated it should reside in the extra/ dir
instead.
