[postgis-devel] PSC Vote: Make GEOS 3.5 minimum for PostGIS 2.3

Should we make GEOS 3.5 the minimum.  Now that we have ST_Voronoi for
PostGIS 2.3, which is again a long asked for feature, I think it's time to
make 3.5 the minimum.

Anybody have issues with that.  I think most package maintainers are already
carrying GEOS 3.5 for PostGIS 2.2, so I expect it's not a big hurdle.
